LEGISLATION, BYLAWS AND REGULATIONS

KDL's founder, Peter Kenward, has been a frequent contributor to regulatory initiatives. Examples include:

  • engaging in detailed discussions with the Province on numerous proposed amendments to legislation and regulations related to land use and development, on behalf of the Urban Development Institute (Pacific Region), in addition to being the legal representative on UDI's Board of Directors for 10 years  
     

  • representing a large coalition of BC businesses (Business Council, BC Chamber, UDI, tourism, mining, truckers, hotels, agriculture, etc.) engaging in detailed discussions with the Province regarding the scope of local government powers under the Community Charter, prior to its enactment, to better reflect private sector interests
     

  • representing a similar coalition of BC business providing detailed submissions on the various aspects of 'regional growth strategy' legislation, and the respective roles of municipalities and regional districts
     

  • advancing the creation of legislation authorizing ‘phased development agreements’, to allow local governments and private sector parties to make more sophisticated agreements regarding their respective commitments over extended time periods
     

  • representing private sector interests on the Province’s Development Finance Review Committee, and, before that, the Development Process Advisory Committee
     

  • providing commentary to the legal community and legislators as the Provincial Chair, and subsequently National Chair, of the Canadian Bar Association's Municipal Law Section

As a single practitioner firm there are a limited number of engagements that Kenward Development Law Corporation is willing and able to take on, and Kenward Development Law Corporation specifically declines to act for any individual or corporation in the absence of an express agreement to that effect, entered into by Kenward Development Law Corporation and the client, that sets out the specific scope and terms of the retainer.
